Yes , you should be running like that , all the bestest runners increase their cadence and not the stride length.

9.2km in 53 minutes.

Felt ok throughout. Kept the pace slow and steady. Slight miscalculation as I thought the loop would be 10km.

Nice - no issues with snow/ice? I'm planning on getting out later, was a bit slippery around here earlier though.
