Does anyone remember the big German Manfred Hoeberl, at the time he was supposed to have the biggests arms in the world.

Yes. Early to mid 1990's, came second in 94, just lost on the stones to MVM or he would have won it overall (I think). Had a massive car crash in 95, and don't know whether he competed at world level again. There is an interview with him in hospital during the 95 WSM, showing you the wreckage of his car, and how much weight he had lost. He did some some contest refereeing and promoting though.

was he not austrian and if i remeber right his arms were over 23 inches

Aye, Austrian dude, massive ceps. He went back to training after the crash, but didn't compete again in strongman as far as I know, just did exhibition stuff.
