Muscles provide contractile force and function so it is a significant factor. Elite powerlifters are typically predominately composed of a large amount of muscle tissue. Less fat and size provides better exercise form, positioning and leverages as well.
BMI as a very good indicator aimed at cardiovascular health. Being overweight will increase risk factors of stroke, hypertension, diabetes and heart disease regardless of what your body tissue is mainly composed of.
If it wasn't valid it wouldn't be part of medicine.
Gaining adipose tissue for the sake of strength is not a long term benefit and muscular density is far more beneficial to the functioning of the organism and strength.

MuscleDemon might argue other wise.
Well cardio health anyway

I'm with Sam on the BMI issue.
At 5'9 and around 90kg I'm way into over weight. I have a very active job, my lifts are nothing special but not too rubbish.
How does BMI measure cardio fitness?
Oh and I run a mile and half in under 10 min 30
