This might be a daft question I don't know but when a strongman says he's now in off season training, how does it differ?

Lower intensity mainly I would guess. There isn't really an off season nowdays though. My first comp this year was in March. Worlds is on December 15th.

Off season usually means more general strength/power/speed building without a competition to aim for so you can focus on certain aspects of your performance. Good time to work on weak points, usually will be lower intensity percentage wise and won't be quite as hard work as comp prep.
