Anyone know why wendler recomends you swap week 1and 2 if your main goal is strength, so it becomes 3/5/1?

Got 4 reps on 100 on the last cycle, but struggled doing 2 this time around. Not sure about this 531 for bench. I seem to be able to get more reps at lower weights, but heavier weights seem, well, heavier. Coming up to deload so I'll have a think about it.
