What I wanted to do was have an arch so that there was an inch of rom and then after the start command push my chest up to the bar till it touches and then when I got the press command relax the arch to give the illusion of movement , it will be legal according to the rule book. | ||

No - it clearly states the lifter "must lower the bar" and the "bar must be returned to arm's length elbows locked"...therefore, clearly, the situation we are discussing he has been foreseen and cannot actually legally happen. | ||
