Any fed is good for a beginner.
Don't overthink things at this stage, enter it, get the basics right, turn up and enjoy !!!

I echo Boars comments. With reference to the fed, it may be worth looking to see how strong a fed is in your area, you may have to travel further for some federations, just to do a 'regional' comp, and that may factor in for you.
I'm sure wherever you do decide to lift, you'll have a similar positive experience regardless of the fed.
