Considering they reopened wet markets not after their own lockdown, I would say it more likely came from a lab

I am not saying this is my view..but playing devils advocate from the conspiracy theorists point of view, the masks as you rightly point out would be nothing to do with the surveillance state. they would however be a tool in a divide and conquer strategy. the populace is spilt into two parts, the compliant and the non-compliant. masks are perfect as a visual cue as to which 'side' you are on. if the government can create enough fear in the compliant population they will turn on the non-compliant thereby enforcing the governments will without the need for more direct action by the state itself. masks would just be the first step in the erosion of civil liberties. if the strategy of propagating fear worked well enough the government could, in theory, convince the compliant populace that things like forced or coerced quarantines and vaccinations for the non-compliant were absolutely necessary. the ussr relied on creating divisions and mistrust in its populations using citizen informers to maintain social control and divide and conquer strategies have been common throughout history so it has precedent.
the conspiracy theorist might see the acrimonious nature of this thread as a microcosm of the above in action.
