If I let my hips come up then it is a stronger position for me at the start of the lift, but harder to lockout. So, I try to keep my hips down as much as I can but still letting me break the floor with the bar, that way lockout isn't quite as hard. When it gets close to a max my hips inevitably rise faster then I want them to, but the lower I can keep them the better. So yes, if I forced myself to keep my backside down at all cost, I wouldn't be able to break the floor with heavier weights.
